Abstract

This research investigates international best practices to derive policy lessons and analyze empirical evidence on effective strategies for attracting and retaining top talent, offering tailored recommendations for the United Arab Emirates (UAE). Aligned with UAE Vision 2021, which seeks a professional and capable workforce dedicated to national goals, the study examines the role of advanced technologies and artificial intelligence (AI) in enhancing human resource management at both national and federal levels.

Using a positivist qualitative content analysis, the research identifies key policy elements that balance transactional and transformational approaches, focusing on the impact of performance management, organizational engagement, and leadership behavior integrated with advanced technologies.

Findings highlight that successful talent attraction and the effective implementation of AI initiatives depend on strong leadership development, modernized HR practices, motivational strategies, performance-based rewards, employee well-being programs, and supportive organizational cultures. Additionally, improving legislation and creating equitable, attractive work environments are essential for preparing a workforce that can adapt to rapid advancements in AI and disruptive ICT.

While offering practical recommendations for leadership development in the UAE, the study acknowledges limitations due to restricted access to some detailed reports. Nonetheless, adopting best practices can empower UAE public services to attract, develop, and retain committed professionals equipped for the evolving technological landscape.
