Ras Al Khaimah Transport Authority and Emirates Scholar Center Sign MoU to Enhance Scientific Research.
In a strategic step reflecting the alignment of visions and the mutual commitment to strengthening institutional integration and advancing the role of applied scientific research in supporting sustainable development pathways, Ras Al Khaimah Transport Authority (RAKTA) and Emirates Scholar Center for Research and Studies (ESCRS) signed a Memorandum of Understanding (MoU) aimed at expanding research and applied cooperation between the two entities.
The MoU was signed by H.E. Eng. Esmaeel Hasan Al Blooshi, Director General of Ras Al Khaimah Transport Authority, while Emirates Scholar Center was represented by Dr. Fawaz Habbal, Director-General of the Center and Board of Trustees Member, in the presence of a number of RAKTA department directors and a delegation from the Center.
This MoU falls within a shared direction to strengthen national partnerships in scientific research and applied studies, in alignment with the objectives of the UAE Vision 2031, and in support of knowledge-based decision-making. The agreement aims to conduct applied research in the transport and mobility sector, develop innovative transport solutions, and support sustainability strategies within the sector.
The cooperation highlights that research outcomes will contribute to improving RAKTA’s operational processes, enhancing data-driven decision-making, and developing smart transport services. This further strengthens the integration between research efforts and RAKTA’s daily operations, in direct alignment with the UAE Vision 2031 objectives related to the transport sector.
During the signing ceremony, both parties reviewed the key areas of cooperation outlined in the MoU, which include conducting specialized applied research, launching qualitative research initiatives, forming joint scientific and evaluation committees, and preparing quantitative and qualitative studies based on RAKTA’s data.
H.E. Eng. Esmaeel Hasan Al Blooshi stated that the signing of the MoU reflects RAKTA’s commitment to expanding its strategic partnerships with national research institutions, emphasizing that this collaboration will support research- and analysis-based decision-making and contribute to the development of innovative and sustainable transport solutions that meet community needs and keep pace with future developments in the transport sector.
Dr. Fawaz Habbal said: “This partnership represents a strategic platform that enables the production of applied research with tangible value, directly supporting decision-makers and strengthening the UAE’s research and technological standing. It reaffirms the role of science as a key driver of sustainable development and institutional innovation”.
The two parties also discussed mechanisms for the scientific publication of RAKTA’s research outputs in peer-reviewed journals, the organization of specialized scientific conferences, and the registration of RAKTA employees as accredited researchers at the local and international levels. These efforts aim to enhance the institutional research environment and expand the scope of knowledge impact. The signing ceremony concluded with an emphasis on forming a joint working team to oversee the implementation of the MoU’s provisions and ensure the achievement of tangible and sustainable outcomes.
