Safety & Emergency Security Association and Emirates Scholar Center for Research and Studies Sign MOU on the Sidelines of the 3rd IDCT in Abu Dhabi

Within the proceedings of the 3rd International Dialogue of Civilizations and Tolerance Conference 2026, held from 3 to 5 June at “Space 42 Arena” in Abu Dhabi, the conference witnessed the announcement of the signing of a Memorandum of Understanding between the Safety & Emergency Security Association and Emirates Scholar Center for Research and Studies. The agreement reflects the importance of enhancing integration between scientific research and community awareness, and of building more prepared and sustainable societies in the digital age.
The conference is organized by Emirates Scholar Center for Research and Studies and Abrahamic Family House under the theme “The Impact of New Media and AI on Family & Community,” with the participation of more than 206 speakers from over 120 countries, along with wide attendance of academics, experts, policymakers, and leading media and intellectual figures from around the world.
His Excellency Dr. Abdulla Belhaif Al Nuaimi, Honorary President of the Safety & Emergency Security Association and Chancellor of Emirates Scholar Center for Research and Studies, affirmed that the United Arab Emirates has established a unique global model in promoting the values of tolerance and human coexistence, guided by the wise leadership’s vision that has made dialogue, understanding, and cooperation among different cultures fundamental pillars for achieving sustainable development and social stability. He noted that building safe societies capable of facing challenges and crises does not rely solely on systems and procedures, but begins with strengthening mutual respect, social cohesion, and a culture of shared responsibility among individuals and institutions.
Mr. Haitham Mohammed Al Raisi, Chairman of the Association’s Board of Directors, stated that the conference represented an important international platform for exchanging expertise and ideas and for promoting constructive dialogue among different cultures and civilizations, contributing to the consolidation of human understanding and cooperation. He added that the values of tolerance and coexistence embraced by the UAE form a solid foundation for building more cohesive societies capable of facing challenges, noting that strengthening community awareness and institutional partnerships are among the key pillars supporting safety, preparedness, and effective emergency response systems.
The Memorandum of Understanding comes within the framework of supporting joint cooperation in the fields of community safety, emergency management, and preventive awareness, as well as developing research initiatives and training programs that contribute to enhancing societal preparedness and promoting a culture of prevention and response to crises, in line with rapid transformations in technology and digital media.
The partnership also seeks to exchange expertise and knowledge between both sides and to organize specialized events and workshops addressing the role of modern technologies and artificial intelligence in supporting safety systems and strengthening community security, particularly in light of increasing challenges related to cyberspace and accelerating global changes.
For his part, Dr. Fawaz Nadeem Habbal, Director-General of Emirates Scholar Center, affirmed that the signing of the Memorandum represents a practical model of knowledge-based partnerships aimed at harnessing scientific research and specialized expertise in serving society and enhancing preparedness to face future challenges. In this context, Dr. Faras Nadeem Habbal, President of Emirates Scholar Center, added that the integration between research institutions and community entities contributes to developing more effective tools in the fields of prevention, response, and risk management, in line with the growing challenges of the modern digital and knowledge-based environment.
Dr. Hind Sahoua Al Suwaidi, Executive Director of the Safety & Emergency Security Association, stated that the Association’s participation in the conference aligns with its mission to build effective strategic partnerships with national institutions and to benefit from research and academic expertise in developing specialized initiatives and programs in the fields of safety, emergency preparedness, and community readiness. She noted that the MOU with Emirates Scholar Center represents an important step toward enhancing integration between scientific knowledge and field applications, thereby supporting national efforts to build a more aware, prepared, and resilient society.
